Trade & Compliance Officer

Job Purpose:
The Customs and Trade Compliance Officer ensures the company adheres to international trade regulations, customs laws, and import/export requirements. This role minimizes legal and financial risks by managing documentation, audits, and compliance programs while optimizing cross-border trade efficiency.

Key Responsibilities:
1. Regulatory Compliance
  • Ensure compliance with local and international trade laws (SARS Customs Act, Incoterms®, WTO regulations).
  • Classify products using HS (Harmonized System) codes and tariff schedules.
  • Stay updated on trade agreements (AfCFTA, SACU, AGOA) impacting imports/exports.
2. Documentation & Audits
  • Prepare and review customs documentation (bills of lading, certificates of origin, import/export permits).
  • Conduct internal compliance audits and address discrepancies.
  • Liaise with SARS (South African Revenue Service) and other regulatory bodies.
3. Duty Optimization & Cost Savings
  • Identify duty relief programs (rebates, drawbacks, preferential tariffs).
  • Advise on trade structures to minimize duties and taxes (e.g., bonded warehouses, foreign trade zones).
  • Dispute incorrect duty assessments and file refund claims.
4. Risk Management
  • Mitigate risks of customs penalties, seizures, or delays.
  • Screen transactions for sanctions/embargoes (OFAC, EU restricted parties).
  • Implement compliance training for logistics and procurement teams.
5. Technology & Process Improvement
  • Use customs software (e.g., SAP GTS, Descartes) for automated compliance checks.
  • Streamline clearance processes with freight forwarders and brokers.
  • Report on trade compliance KPIs (clearance times, cost savings).

Required Skills & Competencies:
Technical Skills
 Customs Regulations – In-depth knowledge of SARS requirements, Incoterms®, and HS coding.
 Trade Compliance Software – SAP GTS, Oracle Global Trade Management, or similar.
 Documentation Expertise – Bills of lading, certificates of origin, import/export licenses.
 Audit & Risk Management – Internal controls, penalty avoidance.
 Duty Optimization – Tariff engineering, free trade agreements.

Soft Skills
 Analytical Thinking – Interpreting complex regulations for business decisions.
 Attention to Detail – Ensuring accuracy in high-stakes documentation.
 Communication – Explaining compliance requirements to non-experts.
 Problem-Solving – Resolving customs delays or disputes.

Qualifications & Experience:
Education:
  • Bachelor’s Degree in International Trade, Supply Chain, Law, or Business.
  • Certifications (Preferred):
    • Certified Customs Specialist (CCS) – SACPCAA
    • Certified Trade Compliance Professional (CTCP)
    • SARS Customs Compliance Accreditation
Experience:
  • 3–5 years in customs compliance, freight forwarding, or international trade.
  • Experience with SARS audits, customs valuations, and duty disputes.
  • Industry exposure in retail, manufacturing, or logistics is advantageous.
