Quantity Surveyor

Job Purpose
The Quantity Surveyor (QS) is responsible for managing all financial and contractual aspects of construction projects, ensuring cost efficiency, accurate budgeting, and compliance with industry standards. The role involves cost estimation, tender preparation, contract administration, and final account settlement across building, civil, and industrial projects.

Key Responsibilities
1. Cost Planning & Estimation
  • Prepare detailed Bills of Quantities (BOQs) using SMM7, CESMM4, or NRM standards.
  • Conduct feasibility studies and elemental cost plans for early-stage budgeting.
  • Analyze material, labor, and plant costs using historical data and market trends.
2. Tender & Procurement
  • Compile competitive tender submissions for public/private sector projects.
  • Evaluate subcontractor quotations and negotiate pricing.
  • Administer CIDB-graded tenders (6CE-9CE for large infrastructure).
3. Contract Administration
  • Manage NEC3/FIDIC/JBCC contracts, including variations and claims.
  • Issue interim payment certificates and track project cash flow.
  • Resolve disputes through contractual clauses and mediation.
4. Cost Control & Reporting
  • Monitor actual vs. budgeted costs using Candy, CCS, or BuildSmart.
  • Prepare monthly cost reports for clients and stakeholders.
  • Implement value engineering to optimize designs for cost savings.
5. Final Accounts & Dispute Resolution
  • Finalize project accounts with subcontractors and suppliers.
  • Prepare claims for extensions of time (EOT) and additional work.
  • Support arbitration/litigation with forensic delay analysis.

Required Qualifications
  • Bachelor’s Degree in Quantity Surveying/Construction Economics (NQF 7).
  • Professional Registration:
    • SACQSP (PrQS) – Mandatory for sign-off.
    • RICS (Chartered QS) – Advantageous for international projects.
  • Certifications:
    • CIDB Grading (6CE+ for public works).
    • NEC3/NEC4 Accreditation.

Essential Skills & Competencies
Technical Skills
  • Measurement & Costing:
    • First principles estimating.
    • Life-cycle cost analysis (LCCA).
  • Software Proficiency:
    • Take-off Tools: Bluebeam, Planswift.
    • Cost Management: Candy, CCS BuildSmart.
  • Legal & Contractual Knowledge:
    • JBCC Principal Agent duties.
    • Construction Law (Adjudication/Arbitration).
Soft Skills
  • Negotiation for subcontractor/supplier agreements.
  • Analytical thinking for cost variance analysis.
  • Communication for client/stakeholder reporting.

Experience Requirements
  • 5+ years in construction QS roles (building, civil, or EPC).
  • Proven Experience With:
    • Mega-projects (>R500M) (e.g., SANRAL roads, Eskom plants).
    • Mining/Energy (processing plants, wind farms).
  • Exposure To:
    • BIM-enabled QS (Revit/CostX integration).
    • International FIDIC contracts.
