Project Estimator

Job Purpose
The Project Estimator is responsible for preparing accurate cost estimates for construction projects, from initial feasibility through to tender submission. The role requires analyzing project specifications, quantifying materials/labor, and developing competitive bids to secure profitable contracts while mitigating financial risks.

Key Responsibilities
1. Cost Estimation & Budgeting
  • Prepare detailed BOQs (Bills of Quantities) using industry-standard measurement methods (e.g., CESMM, SMM7).
  • Calculate material, labor, plant, and subcontractor costs for buildings, roads, and infrastructure projects.
  • Develop conceptual estimates during early project phases using historical data and benchmarking.
2. Tender Preparation
  • Analyze tender documents, drawings, and specifications to identify cost drivers.
  • Liaise with suppliers and subcontractors to obtain competitive quotations.
  • Compile commercial bid submissions with risk registers and exclusions.
3. Data Analysis & Software Utilization
  • Use Candy, CCS, or BuildSmart for take-offs and cost modeling.
  • Maintain cost databases for materials (steel, concrete) and regional labor rates.
  • Apply escalation formulas to account for inflation and currency fluctuations.
4. Risk Management
  • Identify potential cost overruns and propose mitigation strategies.
  • Evaluate geotechnical reports and site conditions for hidden costs.
  • Participate in tender clarification meetings with clients.
5. Post-Tender Support
  • Assist QS teams with contract award handovers.
  • Conduct bid post-mortems to improve future accuracy.

Required Qualifications
  • Diploma/Degree in Quantity Surveying, Civil Engineering, or Construction Economics.
  • Professional Registration: SACQSP (advantageous).
  • Certifications:
    • RICS Certification in Cost Estimation.
    • CIDB Grading (for public sector projects).

Essential Skills & Competencies
Technical Skills
  • Measurement Techniques: First principles estimating, elemental cost planning.
  • Software Proficiency:
    • Take-off Tools: Bluebeam, Planswift, AutoCAD.
    • Cost Management: Candy, CCS BuildSmart.
  • Construction Methods: Formwork systems, MEP coordination, earthworks.
Commercial Skills
  • Understanding of NEC/FIDIC/JBCC contracts.
  • Market Intelligence on material price trends (e.g., steel, bitumen).
  • Value Engineering to optimize designs for cost efficiency.

Experience Requirements
  • 3-5 years in construction estimating (building, civil, or EPC).
  • Proven Track Record:
    • Successfully tendered projects >R50M.
    • Experience with SANRAL, PRASA, or provincial infrastructure bids.
  • Specialization:
    • Roads & earthworks.
    • Reinforced concrete structures.
    • Industrial plants.
